Council continues examination of the Military Mobility Regulation – Brussels

 

In May 2026, discussions continued within the Council on the proposed Regulation establishing a framework of measures aimed at facilitating the transport of military equipment, goods and personnel across the European Union.

As part of the ongoing examination of the proposal, the Council’s ad hoc Working Party on Military Mobility is scheduled to meet on 22 May, followed by discussions within the Council Security Committee (CSC) on 26 May.

The proposal forms part of the broader EU Military Mobility Package presented by the European Commission in November 2025 and aims to simplify and harmonise procedures governing military transport across Member States. Discussions notably focus on reducing administrative burdens, improving coordination between national authorities and facilitating access to critical dual-use transport infrastructure.

The initiative is particularly relevant for ports and transport operators given the increasingly strategic role of maritime infrastructure in supporting Europe’s security, resilience and preparedness objectives. The discussions also reflect the growing importance of dual-use infrastructure and the need to strengthen coordination between civilian and military mobility requirements across European transport networks.

FEPORT has repeatedly underlined the strategic role of ports as key nodes of Europe’s transport and logistics system and the importance of ensuring that future military mobility measures remain compatible with the operational realities of commercial port activities and supply chains. In this context, adequate investment in dual-use infrastructure, coordination between civilian and military stakeholders and the preservation of efficient port operations will remain essential elements of the discussions moving forward.
