European Commission adopts Clean Industrial Deal State Aid Framework

On the 25 June, the European Commission formally adopted the Clean Industrial Deal State Aid Framework (CISAF) which should accelerate industrial decarbonisation by improving the conditions for Member States to support clean energy development, industrial decarbonisation and clean technology.

The Framework applies immediately, as of 25 June 2025, and will remain in force until 31 December 2030.

CISAF supports clean industry by simplifying State aid rules in the following areas:

  1. The rollout of renewable energy and low carbon fuels;
  2. temporary electricity price relief for energy-intensive users;
  3. decarbonisation of existing production facilities;
  4. The development of EU clean tech manufacturing capacity;
  5. the de-risking of investments in areas such as clean energy, decarbonisation and energy infrastructure projects

The text allows supporting different decarbonisation technologies such as hydrogen, electrification, and carbon capture utilisation and storage. For clean tech manufacturing, support can be provided to projects concerning technologies in sectors covered by the Net-Zero Industry Act and to manufacturing projects in net-zero technologies on an individual basis in case this is needed to prevent the investments would otherwise be diverted away from the EU.
