During its meeting of 18 and 19 June 2026, the European Council took note of the European Commission’s intention to present a proposal in mid-July concerning the review of the EU Emissions Trading System (EU ETS).
The forthcoming proposal is expected to address several aspects of the current framework, including the allocation of free allowances and concerns raised by a number of sectors regarding the methodology used to establish ETS benchmarks.
The review comes at a time when the EU is assessing the effectiveness of its climate legislation and the interaction between decarbonisation objectives, industrial transformation and investment needs. The Commission is also expected to examine the functioning of the system in light of recent legislative developments, including the extension of the ETS to additional sectors.
For the maritime and logistics sectors, the review will be closely followed given the growing impact of ETS-related measures on transport chains and investment decisions. The issue of traffic diversion to neighbouring non-EU ports has also remained high on the agenda since the inclusion of maritime transport within the scope of the system.
FEPORT welcomes the opportunity provided by the review to assess the practical impact of the current framework and reiterates the importance of ensuring that climate measures effectively support emissions reductions without creating unintended distortions affecting European ports and logistics networks.
The Commission is expected to table its proposal in July, after which discussions will begin in the European Parliament and the Council.
