The European Commission’s CountEmissionsEU framework entered into force on 1 June 2026, establishing the first EU-wide methodology for calculating greenhouse gas emissions from freight and passenger transport.
The framework introduces a common approach for emissions calculations across all transport modes and aligns with the international standard EN ISO 14083:2023. By providing a single methodology for door-to-door transport emissions calculations, the new rules aim to improve the transparency, comparability and reliability of emissions data.
The framework applies to companies choosing to disclose transport emissions and is expected to facilitate benchmarking, support low-carbon procurement and help identify opportunities to improve environmental performance throughout supply chains.
Further implementing and delegated acts are expected in the coming years, while the European Commission will also develop guidance and digital tools to support implementation, particularly for SMEs. The framework is expected to be fully operational by 2030.
The initiative represents an important step towards greater transparency in transport emissions reporting and supports the broader objective of promoting more sustainable transport and logistics operations across Europe.
