Trilogue agreement reached on EMSA regulation – Brussels

On May 20th, 2025, the European Parliament and the Council reached a provisional political agreement on a regulation updating the mandate of the European Maritime Safety Agency (EMSA).

The agreement strengthens and expands EMSA’s role, granting task to the agency in relation to the implementation of FuelEU and ETS Maritime. EMSA will also step up its support to Member States regarding the implementation of their responsibilities in relation to flag state and port state control. At the same time, the agency will continue to provide support to Member States and the Commission when it comes to crisis preparedness, maritime surveillance and cybersecurity resilience, among others.

The regulation still needs to be formally adopted by Parliament and the Council, upon which it will be published in the Official Journal of the EU. The text will enter into force 20 days after its publication. This will mean the completion of the Maritime Safety package, as the rest of the proposals were adopted in autumn 2024.
