Commission proposal for a Regulation establishing a Carbon Border Adjustment Mechanism (CBAM)

In this document, dated November 19, 2021 , FEPORT expresses its support for the Carbon Border Adjustment Mechanism (CBAM) proposal, acknowledging its critical role in addressing the risk of carbon leakage as the EU increases its climate ambitions. The organization subscribes to the fundamental rationale behind CBAM, which is to prevent carbon leakage.

A significant concern for FEPORT is the potential negative impact of CBAM on the competitiveness of EU ports and terminals, particularly in light of Brexit and other legislative proposals within the “Fit for 55” package. To counteract cargo diversion from EU ports, FEPORT suggests that EU policies should focus on incentivizing shipping companies that call at EU ports.

The paper also stresses that the introduction of CBAM should not lead to an increased administrative burden on terminal operators concerning customs procedures and carbon-related declarations. FEPORT maintains that the primary responsibility in this regard should rest with the declarant.
