EU Commission proposal for a FuelEU Maritime Regulation

This position paper, dated November 15, 2021 , indicates FEPORT’s full support for the Green Deal objectives and welcomes the FuelEU Maritime Regulation proposal as a crucial step for all sectors to contribute to the EU’s 2030 and 2050 climate targets. FEPORT agrees with the “polluter pays principle” and the notion that the shipping sector is primarily responsible for its emissions.

A central point for FEPORT is that revenues generated from the implementation of this regulation should also be allocated to port stakeholders, as significant investments are required from ports to facilitate the decarbonization of shipping. The paper clearly states that the shipping sector cannot achieve climate neutrality without substantial port investments.

The document also emphasizes the need for consistency across various EU environmental and climate legislations to prevent a shift towards more polluting alternatives, such as Heavy Fuel Oil. Furthermore, FEPORT points out that potential negative impacts on the level playing field due to varying electricity prices among Member States must be carefully considered when implementing Onshore Power Supply (OPS) targets.
