FEPORT Position Paper on Military Mobility and the Dual Use of Ports

FEPORT welcomes the European Commission’s increased focus on streamlining military mobility, recognising the critical role of ports in facilitating the rapid and efficient movement of personnel, equipment, and essential inputs for the European defence industry. Ports serve as vital nodes in ensuring reliable supply chains and supporting the strategic readiness of the Union.

In this context, FEPORT acknowledges the key initiatives outlined in the recently published White Paper on the Future of European Defence – Readiness 2030 and remains committed to engaging with the Commission to contribute meaningfully to the security and resilience of the EU. The four corridors identified by DG MOVE, in coordination with the EU Military Staff, along with the 500 priority infrastructure projects, provide a crucial framework for terminal operators to maximise
their role as key enablers of military logistics.

While EU ports have made substantial investments in expanding and optimising their commercial capabilities, unlocking their full dual-use potential requires additional targeted funding. Military requirements often entail specific operational needs that go beyond standard commercial infrastructure. The Commission’s Gap Analysis, conducted alongside the adoption of the Action Plan on Military Mobility 1.0 and 2.0, identified a 94% overlap between the TEN-T network and military infrastructure requirements, particularly those aligned with NATO standards. Addressing the remaining gaps will be essential to strengthening the strategic resilience of Europe’s transport network.

FEPORT, therefore, supports the financial instruments proposed in the Readiness 2030 plan, including the newly announced Security Action For Europe fund, the European Investment Bank’s SESI fund, and the increased flexibility of the Cohesion Fund. These measures will be instrumental in strengthening the dual-use capabilities of EU ports and terminals, while also generating positive spill over effects for European competitiveness, as President von der Leyen highlighted.
