FEPORT welcomes the European Commission’s proposal to revise the EU Emissions Trading System (ETS) for maritime transport. In this position paper, FEPORT examines how shipping companies could avoid ETS costs by changing port calls or shifting transhipment to non-EU ports, with consequences for the competitiveness of European ports and terminals.
The paper proposes stronger safeguards against these risks, including a more responsive list of neighbouring transhipment ports and an expanded cargo-based measure. It also calls for ETS revenues to support sustainable fuels bunkered in EU ports and investments in the decarbonisation of port infrastructure and equipment. These measures would help advance the EU’s climate goals while protecting European port activity.
