Public consultation regarding the revision of the TEN-T Regulation

This document, dated May 5, 2021, indicates FEPORT’s support for the revision of the Trans-European Transport Network (TEN-T) Regulation. The revision aims to align the TEN-T guidelines with the objectives of the European Green Deal and the Sustainable and Smart Mobility Strategy, while also integrating the digital transition to enhance the network’s resilience. FEPORT members are particularly impacted by infrastructure development policies, including the provision of clean refueling and recharging infrastructure, which makes this revision crucial for their operations.

A key position for FEPORT is that public investments, especially those directed towards refueling and recharging infrastructure, should adopt a technology-neutral approach and be supported by the private sector. The document emphasizes the importance of guaranteeing a viable return on investment for private entities that allocate resources towards achieving TEN-T policy goals. Furthermore, it stresses that the implications for the Level Playing Field and the needs of non-TEN-T ports should not be overlooked when public funds are utilized for infrastructure development.

To accelerate the transport sector’s digital transition, FEPORT advocates for the establishment of clear rules of governance for data-sharing. This is intended to foster trust among all actors and enable the full realization of the potential offered by business-to-business (B2B) and business-to-government (B2G) electronic information exchanges. The document concludes that digitalization should be viewed as a means to achieve low-cost, clean, and safe transport, rather than an end in itself.
