Revised Trans-European Network for Transport Regulation proposal

This feedback document, dated June 17, 2022, conveys FEPORT’s welcome for the revised TEN-T Regulation proposal and its support for the completion of the TEN-T core and comprehensive networks, in alignment with the EU’s increased environmental and digital ambitions. FEPORT highlights the significant added value of multimodal connectivity for EU ports, emphasizing that both physical and digital connectivity are equally essential given the interdependence of various actors and the convergence of numerous operations in ports.

A crucial demand from FEPORT is that the revised TEN-T Regulation must unequivocally retain the clear definition of the “managing body of the port” and explicitly distinguish between “port infrastructure” and “port superstructure.” This clarification is deemed vital for attracting and sustaining private investments in European ports.

FEPORT calls for a harmonized and consistent implementation of the revised TEN-T Guidelines, stressing that stable regulatory rules and a business-friendly environment are fundamental prerequisites for private investors undertaking long-term, capital-intensive investments in ports. Additionally, the document advocates for the inclusion of provisions related to the maintenance, upgrading, and enhancement of existing “projects of common interest” to prevent the wasteful expenditure of public financial resources within the port sector.
