Updated position paper on UCC reform

This updated position paper from FEPORT on the UCC reform, dated October 2024, highlights FEPORT’s strong support for a reform that simplifies procedures for “Trust and Check” operators and enhances risk management through an EU Customs Data Hub and Authority. FEPORT, representing private port companies and terminals, is significantly impacted by changes in EU Customs legislation, especially concerning temporary storage.

A major concern for terminals is the proposed 3-6 day time limit for temporary storage, which they believe will cause inefficiencies in ports and supply chains. FEPORT strongly advises restoring the temporary storage limit to 90 days, as it was under the Union Customs Code currently in force, and provides suggestions for successfully legislating temporary storage under this longer timeframe.

Additionally, FEPORT recommends aligning definitions and procedures for scanning “high-risk” cargoes across the EU’s main gateway ports. They argue that inconsistent approaches could be exploited by organized crime and that a harmonized approach is crucial for a level playing field among EU ports.
