On June 18, the Council Presidency and the negotiators from the European Parliament reached a provisional political agreement on the CBAM simplification proposal.
The co-legislators support the Commission proposal to include a ‘de minimis’ exemption for CBAM importers that import less than 50 tonnes of CBAM goods per year. The de minimis threshold is a major simplification, exempting 90% of current CBAM importers, while keeping 99% of emissions in the scope.
The agreement also includes other simplification measures, for example, related to the authorisation procedure, data collection progresses and emission verification rules. The agreement also contains rules regarding indirect customs representatives.
The agreement’s formal adoption and entry into force is expected by September 2025.
