White Paper for European Defence: Readiness 2030 – Brussels

As geopolitical tensions rise, the EU is stepping up its defence strategy with the White Paper for European Defence – Readiness 2030. At its core is Military Mobility, a crucial component to ensure European forces can respond swiftly to crises. By eliminating logistical, legal, and infrastructural bottlenecks, the EU aims to enhance security and operational readiness across the continent.

The White Paper further outlines in greater detail the key pillars of Readiness 2030, originally launched as ReArm Europe:

  • Strengthening Europe’s defence industry to reduce reliance on external suppliers;
  • Joint procurement and funding to enhance collective investment;
  • Interoperability to standardise military technology and procedures;
  • Cybersecurity to counter hybrid threats and disinformation;
  • military mobility to enable swift deployment across borders.

Military Mobility is vital for both deterrence and rapid response. The white paper outlines key measures such as upgrading dual-use infrastructure (roads, bridges, rail, and ports), harmonising national regulations to ease cross-border movement, enhancing cyber resilience of transport networks, and boosting funding through the Connecting Europe Facility (CEF) Transport and the European Defence Fund (EDF).

The Readiness 2030 strategy marks a turning point for EU defence policy, shifting towards a more proactive and self-reliant approach. By investing in military mobility and reinforcing industrial capabilities, the EU is laying the groundwork for a more agile and secure Europe. However, the strategy’s success will rely on sustained political will, adequate funding, and seamless implementation in the years ahead.
